Brightness and height limits for car headlights

 1. Brightness Limits and Lamp Types

Light Color: Headlights must be white or amber.
HID (High Intensity Discharge) Lamps: Retrofitting (self-modification) is strictly prohibited unless it is an original system from the factory or a system that has been accredited by an authority such as SIRIM. Excessive HID brightness can cause dangerous glare to other road users.
LED Lamps: The use of LED lamps is permitted if they are original accessories from the manufacturer (OEM) and do not cause glare that disturbs drivers from the opposite direction.
Spotlights: Only permitted for 4x4 vehicles for off-road purposes and must be turned off when driving on public roads.

2. Height and Adjustment
Beam Height: The car's headlights must be adjusted so that the beam is not too high to dazzle other drivers. The low beam should be directed downwards and towards the left side of the road.
Accessory Installation: The installation of an additional bumper or kangaroo bar must not cover the vehicle's headlights or exceed 50% of the vehicle's wheelbase.
Position: The lights must be installed in the original position specified by the manufacturer without any obstructions that may reduce the effectiveness of the light beam.

3. Penalties and Enforcement
Fine: Vehicle owners who install lights that do not comply with specifications (especially illegal HIDs) may be fined up to RM2,000 or imprisoned for not more than 6 months under Rule 94, Motor Vehicles (Construction and Use) Rules 1959.
Inspection: Vehicles that use lights that do not comply with regulations may be directed to undergo a special inspection at JPJ or Puspakom.
